Born at Chhindwara in the family of a State Government Officer, R K Agnihotri was educated at the College of Science at Nagpur. After passing M Sc, he passed LLB and also completed MA in Public Administration. He joined Indian Police Services IPS in the year 1953 and retired as DG Police in the year 1989.
As an IPS officer, he had postings at Akola, Khandwa, Bilaspur, Satna and Rewa. He later went on deputation to Cabinet Secretariat for 14 years, during this tenure he had his postings at Nowgoan (MP), Tezpur (Assam) and Cuttack (Orissa). He was the base Commandar of Aviation Research Centre (ARC) at Charbatia (Cuttack, Orissa). After returning to State Cadre in 1979 he held posts of DIG, IG and Chairman of Police Housing Corporation Ltd. He was appointed as the first Director of Public Prosecution, MP and then he retired as DG (Police) in 1989.
He has been a Rotarian since 1973, President of Indian Council of Social Welfare, MP branch and MP Society of Consumer Protection. He has written a book entitled “Some Little-Known Provisions of Criminal Law” with a foreword from Justice A K Patnayak, Chief Justice of MP High Court. Another book “Making Goods for Villagers” is due for publication. Also he has authored a book in Hindi on Cosmo Goney and Evolution \"Brahmand Ki Utpatti Se Manav Samaj Tak\". Now he spends his time as a social worker and also delivers lectures time to time.
